Abstract
Describes increased use of English by francophones on the Ottawa, Ontario side of the Ottawa River in the National Capital Region (NCR) since the 1969 passage of the Official Languages Act compared with a much lower rate of anglicization on the Hull, Quebec side due to Quebec's 1977 Charter of the French Language and prospects of sovereignty; argues that government policy to ensure linguistic equality in the NCR has failed; recommendations. Summary in English. The Official Languages Act ensures provision of federal services in both English and French within the NCR and the right of federal civil servants to work in the language of their choice; the Charter of the French Language made French the official language in Quebec public administration and imposed various restrictions on the use of English.
