Abstract
Given the difficulties experienced by some health organizations in making an active offer of service in both official languages or in French (active offer), it is relevant to identify practices that aim to establish a culture of active offer. In the course of our previous studies, we identified one such initiative that deserves to be studied.
Faced with difficulty achieving desired outcomes around active offer, and a strained climate in some departments around active offer, Horizon Health Network hired a firm to conduct dialogue sessions with their employees. From fall 2018 through spring 2020, the Horizon network held more than 300 dialogue sessions across its territory engaging more than 3,400 employees. These dialogues allowed participants to express their opinions on active offer, challenges encountered, and possible solutions. The objective of our project is to understand how these dialogue sessions unfolded and their effects on participants' perceptions and practices regarding active offer. Did these sessions contribute to the establishment of an active offer culture?
